The second annual comprehensive review of how UK organisations understand and prepare for flood risk, drawing on insight from over 70 sector leaders.
Awareness is rising. Preparedness isn't.
This year's report reveals a shift in awareness: more organisations (47.73%, vs 43% in 2025) now have first-hand experience of flooding, and a strong majority recognise the future risk. But with fewer than 1 in 10 organisations reporting a complete flood action plan, and over 81% of respondents feeling overwhelmed by flood-related pressure at least sometimes, there is an obvious gap in planning, communication and operational readiness.

Flood today sits where fire sat in the 1970s.
For locations at flood risk, flood is now roughly twice as likely as fire, yet 99% of businesses prepare for fire and fewer than 10% plan for flood. Insurance, not legislation, made fire a managed risk: when insurers tied premium reductions to smoke alarms in the 1970s, adoption moved from 22% to 75% in seven years. The report argues flood needs the same insurance-led pricing shift, not more awareness campaigns.
