Extreme weather 1, World Cup 0: The risk lessons from a summer of disruption

On Sunday, Spain face Argentina in the 2026 FIFA World Cup Final. It will be watched by billions. Across 104 matches, 16 cities and five weeks of football, the tournament has been spectacular, but it has also been one of the most sustained demonstrations of what extreme weather can do to large-scale operations that the world has ever seen. 

When we wrote about the Houston flooding crisis in June at the start of the World Cup, we framed it as a warning signal. What followed across the rest of the tournament confirmed it as a defining theme. 

This is the story of a World Cup shaped by weather, and what it should mean for every business with assets, operations, or people exposed to the elements. 

A Tournament-Wide Weather Audit 

From the opening match in Mexico City on 11 June to this weekend's final in New Jersey, extreme weather has been a near-constant operational factor across the tournament. The challenges have not been uniformed - they have been multiple, varied, and in many cases simultaneous. 

Flooding and storms 

We covered the Houston story in detail, but the flooding and storm disruptions did not stop there. In Philadelphia, the France vs Iraq match was halted at halftime when lightning flashed across the sky and torrential rain soaked spectators, the first time a match at the tournament was paused due to weather. The two-hour delay left tens of thousands of fans stranded, and the stadium fan experience areas were closed for the weekend. In Mexico City, FIFA had seriously considered bringing forward the England vs Mexico kick-off to avoid a storm system, with heavy rain and lightning in the forecast throughout the evening. The risk of flash flooding disrupted transport and dangerous conditions for the hundreds of thousands of fans travelling across the city very real. 

Extreme heat 

The heat story has been equally relentless. More than one in three World Cup matches faced dangerously hot, humid conditions. In Houston during the opening weekend, temperatures over 32°C (90°F) sent multiple fans to hospital. In Miami, the first match was played under an extreme heat warning with the heat index above 38°C (100°F) - there were ten heat-related medical calls at the stadium alone, two requiring hospital transport. In Toronto, the city's medical officer of health issued public warnings ahead of Portugal's match, with humidity pushing feels-like temperatures to 40°C. And throughout, Monterrey - the hottest open-air venue - pushed players and fans to the absolute limit of what summer sport can tolerate. 

Mandatory cooling breaks were introduced for every match regardless of conditions. FIFA changed its water bottle policy mid-tournament under public and media pressure. The global players' union had already warned after last year's Club World Cup that extreme heat should be a "wake-up call" for football. 

The cumulative toll 

Taken together, this World Cup has been managed as a continuous weather emergency across multiple host cities simultaneously. It has required hour-by-hour monitoring, real-time contingency decisions, and coordination between FIFA, host committees, city emergency services, transport authorities, medical teams and venue operators — all while the world watched. 

This Isn't Just a Football Problem 

What makes the 2026 World Cup so instructive for businesses beyond the sports industry is scale and visibility. The tournament has put weather risk management under a global spotlight, making explicit something that organisations across every sector face in less visible ways every day. 

The climate conditions that disrupted matches in Philadelphia, Houston, Miami and Kansas City are not unique to those cities or this tournament. They are the conditions increasingly faced by anyone operating assets, events, or supply chains in summer across the United States and more broadly, across a world where extreme weather events are becoming more frequent and more intense. In the UK alone, weather-related claims reached £1.2 billion in 2025, a 14% increase on the previous year. Annual flood losses globally are projected to increase five-fold by 2050. 

The World Cup showed us what inadequate preparation looks like in real time: fans hospitalised, festivals closed, matches delayed, transport paralysed, officials making decisions without adequate lead time. It also showed us what proactive risk management looks like: cities that pre-positioned resources, venues that had clear weather protocols, organisers who monitored conditions dynamically and communicated contingencies in advance. 

The Data Behind the Risk Gap 

Across the pond, the UK has also been experiencing a summer of extreme weather with temperatures hitting 39°C under a rare Met Office red extreme heat warning at the end of June. Within 24 hours, thunderstorms swept across the south, bringing flash flooding that closed parts of the London Underground and overwhelmed fire services.  
 
It's exactly this kind of volatile, unpredictable pattern that sits at the heart of our 2026 State of Flood Resilience report. The findings are striking. 

Fewer than 1 in 10 organisations have a complete flood action plan in place. For an event operator, retailer, logistics business or hospitality group, no plan means no pre-agreed protocols, no communication strategy, no resource pre-positioning. The kind of reactive, hour-by-hour crisis management that characterised some World Cup host cities is the default setting for the vast majority of businesses. 

51% of organisations still do not use an early warning system for flooding. The organisations that have adopted early warning systems are beginning to understand what the World Cup's better-prepared host cities demonstrated in practice: lead time is everything. 

Confidence levels are falling, not rising. Over 81% of respondents report feeling overwhelmed by the challenges of flood management on a regular or episodic basis. This is not a picture of a business community getting to grips with flood risk. It is one that is increasingly aware of the problem, but further than ever from feeling equipped to deal with it. 

72% of respondents believe they will be impacted by flooding in the future, yet fewer than 10% have a plan in place. The gap between awareness and action has never been more starkly evidenced. 

Business continuity remains the top concern for organisations facing flooding, accounting for 35% of responses. But notably, concerns about loss of assets and equipment have risen sharply, from 4% to over 16%, reflecting a growing appreciation of the longer-term financial and operational consequences of flood damage. These are exactly the priorities that the World Cup's weather events tested, and in many cases exposed. 

The 2026 World Cup will be remembered for the football. But it should also be remembered as a stress test of operational resilience in extreme weather — one that took place in public, at the highest level of scrutiny, and produced lessons that every organisation can learn from. 

The organisations that navigated it best were not those with the most resources. They were the ones that acted early, based on specific intelligence about what was coming, when, and where. They lowered reservoir levels before the storm arrived. They adjusted fan festival hours before heat peaks. They pre-positioned medical teams before the crowds arrived. They communicated contingencies with enough lead time to matter. 

That is what flood and weather intelligence enables. No one can control the weather but the lead time to make decisions that protect people, operations, and the significant economic activity that depends on them.
